the issue of the navbar vanishing on scrolling down is solved . fixes #539

I don't think this is an issue. The content changed in this PR is only for the Chinese HTML and CSS guide, not the app itself. No other guide add this CSS and JavaScript to make the header sticky. I also won't add it for the guides site itself.
