rchardet19 dependency breaks under ruby 3.3 #55

Ruby 3.3 changes the parameters to Regexp.new, which in turn breaks rchardet19s universal detector, which uses an incompatible parameter style.

Can the rchardet19 dependency be changed to rchardet, as the former seems to have been abandoned in 2014?

This has already been done in https://github.com/railslove/cmxl/pull/56

However, there hasn't been a release since that was merged.

Until that's done you can use as a workaround:

gem 'cmxl', git: 'https://github.com/railslove/cmxl'

@bonflintstone , can you please release a new version?

@bumi I think you are the only one with permission to publish these gems right? Could you perhaps give me publish rights?
