Adds basic google global integration (continuation of #97) #123

This PR follows the work by @hwhelchel at #97 using the refactored Rack::Tracker::Handler#tracker_options

It is basic support. It is dropping the support for customized options per track id that gtag allows, because Rack::Tracker::Handler#tracker_options is tied to handler options hash
