feat: default to highest eth and respective network #1736

Fixes BX-1605

What changed (plus any additional context for devs)

We now default tokenToSell to the highest eth value and respective network when applicable.

What to test

When a user owns eth and no previous swap session data is saved, eth should be selected on the network with the highest balance
