[CI] update some ci scripts #5793

What changed (plus any additional context for devs)

updated to checkout/v4 wehre applicable
added comments where necessary and rm where unneeded
refactored some scripts
caching yarn deps to save time to recurring builds
rm the detox artifacts for new bc they are unused
updated stale issue to have better messaging
