add a note to the manual about global operations #69

Something you might want to point out in the advanced section of the manual, it 
seems (because of the way that my GUI outputs the Rules), that any orphaned 
rulesets in "Ruleset Collection" are the last rules to run, so any Global 
operations should probably go there (For instance, I just set up a global 
operation to run on any comics where the Series Name is set and its the only 
thing in the root of my "Ruleset Collection")
