env-load causes alerting processing to spur to a halt #41

alerting-halt I think the cause is https://github.com/grafana/grafana/issues/2989

confirmed by using new env-load that disables notifications, alert processing keeps up just fine. the email sending with a non-reachable smtp server causes the notifications library to block the executors
