Reestablish socket communications for front and backend

So backend can fire user notifications based on any API update

socket from backend. send information as a string and generate notification on backend.

built but not being used bc way port were working - vite makes it easier than old nginx routing

quick investigation if vite solved routing issue before you dig in too deep
