Investigate labels and issue assignment events in Github to trigger logic to update DB #275

Submit bug example. Issue is unassigned by default as anyone can make an issue. When it's assigned and labeled by github admin.

Trigger that event to reward issue creator in our rewards system.

On successful pull request can also reward. Can reward mutliple commits with a PR if multiple devs are working on it.
