Delay between NS identify and join #213

Currently, the bot joins and either than identity's or does it at the same 
time. While good in theory, not good when some channels require identification 
before joining. Perhaps IdentDelay? Or Identify Timeout in the event the 
prechosen string is never sent by NS? In seconds preferably.
