Re-support NAMES lists #230

Removed very early after the fork since WHO requests work everywhere and 
provide a ton of detail and information

Everywhere except Twitch.tv, which runs a custom, non-standard IRC server. 
UserHostmask's mean users still work, but the UserChannelDao is going to be 
empty.

Pushing back to 2.2 since 2.1 has been in development hell.
