Update Apache-2.0-NoHarm.md to replace "shall" with "must"

Overview

I did some research, and I found out that a shift was occurring in the legal world. It is now considered unsafe to use "Shall" in legal documents because

[...] “Shall” is ambiguous, and rarely occurs in everyday conversation. The legal community is moving to a strong preference for “must” as the clearest way to express a requirement or obligation.

Proposed Resolution

I updated Apache-2.0-NoHarm.md so it is up to date with standards.

@tommaitland, you are welcome. I am honored to help an organization that is fighting for good. I'll delete the replace-shall-with-must branch on my fork, but I will keep the fork in case there's a way I can help out..
