Your Always Free f1-micro instance limit is by time, not by instance. Each month, eligible use of all of your f1-micro instances and associated external IP addresses are free until you have used a number of hours equal to the total hours in the current month. Usage calculations are combined across the supported regions.
According to archive.org, the page was changed on Aug 9 to include the bolded wording. 🤞
Another update on Sept 18:
Note: Starting January 1st, 2020, GCP will charge for VM instance external IP addresses. However, under the Free Tier, in-use external IP addresses will be free until you have used a number of hours equal to the total hours in the current month. Free Tier for in-use external IP addresses apply to all instance types (not just f1.micro instances).
This is great news; it means the public IP will remain free, for free tier usage, going forward.

First off thanks for the amazing guide! I've been using this for my phone and laptop for the past few months and it has been working flawlessly.
This morning I've received an email from GCP saying that the pricing for External IPs is going to cost going forwards from January 2020 (however people with current External IPs will have a 3-month discounted rate, so really until April 2020):
How will this affect the VM? With the costs they've mentioned it looks like it will begin to cost about $2.688p/m (not that it is a huge amount, I would happily pay considering the advantages of remote ad blocking!)
