Need modifySnapshotAttribute API #79

Just as there is a modifyImageAttribute API in EC2, typica should have the
equivalent for EBS snapshots. So far this API is only callable through EC2
command line using: ec2-modify-snapshot-attribute
Can you implement modifySnapshotAttribute API asap in typica?
