nids module: missing rules.py file #6

It seems that a file is missing for the nids module: rules.py. Are we supposed 
to manually create that file? If yes, how? Thx

No module named rules

The file seems to be automatically generated in ./data/ but the message is 
still here as if the module was not able to find the file or if the file was 
incorrect;
