SIP stack stops responding, for even small load test

What steps will reproduce the problem?
1. Sending 10-20 calls/second (INVITE) for about 5-10 seconds

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?
I dowloaded the sip stack from this repo on 2013.08.15

Please provide any additional information below.
I get warnings like this:
  Removed stuck messages 2 total rejected=1095 ...
I found a similar issue here from 3 years ago:

Sorry, I had gov.nist.javax.sip.THREAD_POOL_SIZE set to 1, this caused the 
problem
