[BUG]: Impersonate isn't matching actual user experience #298

Describe the bug While using the impersonate feature as Manager, I am able to see the 'Follow' button in the Command Bar on a Main Form in my Model Driven App. A user with the Manager role is not able to see the 'Follow' button.

To Reproduce Steps to reproduce the behavior:

  1. Go to Any Published Knowledge Article
  2. Click on Command Bar
  3. Scroll looking for the 'Follow' button
  4. See above, shows when Impersonating a Manager, same Manager doesn't see it

Expected behavior The Impersonate feature should match what an actual user experiences to make this tool effective.
