[BUG]: Impersonate isn't matching actual user experience

Describe the bug While using the impersonate feature as Manager, I am able to see the 'Follow' button in the Command Bar on a Main Form in my Model Driven App. A user with the Manager role is not able to see the 'Follow' button.

Desktop (please complete the following information):

• Browser [e.g. Chrome, Firefox, Edge Chromium] Edge
• Dynamics 365/Power Apps Version Dataverse version 9.2.23064.00186
• Admin/Non-admin Admin
• Online/On-Premise Online
• Unified Interface/Classic Interface Unified
• Model Driven App/Classic App Model Driven App
• Entity name, if it is an out-of-the-box entity Knowledge Article

To Reproduce Steps to reproduce the behavior:

1. Go to Any Published Knowledge Article
2. Click on Command Bar
3. Scroll looking for the 'Follow' button
4. See above, shows when Impersonating a Manager, same Manager doesn't see it

Expected behavior The Impersonate feature should match what an actual user experiences to make this tool effective.
