When the "All fields" tab is opened, it appears at the end of the tabs list (orange arrow in the screenshot). When the tab is closed, it doesn't jump to the dynamics tab but shows the tab to the left of the All fields tab (last in the list) and you have to find the right Dynamics tab again.
However, the behavior when showing a record in WebAPI is correct - it opens the tab next to the currently viewed one which is very comfortable.

Steps to reproduce the behavior:
Open an account or any other record (screenshot shows Functional Location)
Make sure there are other tabs on the right to the current tab (see screenshot also)
Click on 'ALL FIELDS' in LevelUp Extension
