Impersonate issue with users who have special characters in their email [BUG]: #318

All impersonation works for me except for one user whose email address is the equivalent of joe.O'blogs@bahoo.com note the hyphen

To Reproduce Steps to reproduce the behavior:

Go to 'any dynamics app'
Click on 'Level up and choose impersonate'
Enter 'an email containing a hyphen'
See error

Expected behavior The user to be impersonated

Additional context I have tried:

replacing the hyphen with unicode %27
escaping the single quote by adding an additional quote
