Updated readme to include docker-compose setup instructions. #1068

  1. Added pre-requisites in the readme for the docker setup
  2. Added minimal information in the readme on how to use the script files to start a docker setup.
  3. Added script file to stop the docker-compose project.
  4. Added script file to restart the docker-compose project.
