general network flakiness

It's hard to get through a substantial file download in Netscape ~3 on ~ System 7.5.5

• Netscape reports an error during download (get the exact message)
• This seems to be bad on a slow host system
• This seems to be improved by giving a lot of RAM to the Netscape process

Is this on Windows on a branch that doesn't have the slirp fix merged yet?
