Panda will have been warning of its removal for 9 months and 3 releases by 2017.10 and it needs to finally go (which will be met with howls of protest I'm sure!).
Consider removing in 2017.10 and replacing with a shim saying something like "zef install panda if you really want". This shim would be removed after several reasons.
