The new dependency probably needs adding to "build_msi.bat".
See windows-msi.pod "If you are using Strawberry Perl then move its directory temporarily to a different name in order to check all DDLs are correctly installed in the C:\rakudo folder."
This has bit me before!

I've installed rakudo star with rakudo-star-2019.03-x86_64 (JIT)-RC2.msi but i'm unable to launch perl6 or to execute a p6 script.
No problem with 2018.10 release. I hope you can fix this !
