Adds signing and checksuming analog to the other release files to the automated star release pipeline.

Prior to merging this, someone with management permissions on this repository will need to add two secrets to the repository as follows:

I the repo tabs (Code, Issues, Pull requests, Actions, ...) one needs to click on "Settings", then "Secrets" and "Actions".
Click on the "New repository secret" button at the top. Then add a "PASSPHRASE" and "GPG_PRIVATE_KEY", I can provide the respective values to the one with permissions to do so.

@rba Do you have permissions to do so? If yes you could add those secrets. They are the one stored in our central password store.

I have added the PASSPHRASE and GPG_PRIVATE_KEY to the star repo as secrets.
