I need support Tag API.

So I add itemTagId attributes and create TagAPI.

Please confirm my code.

@keisukeponpoko thank you for this gift 🎁 At this time, an integration test on CI always fails but your changes passes others. I'll find its root cause and fix it after releasing this changes as new version v1.12.0.
