Add config for publishing to gh-pages #80

I found a Gradle plugin which allows us to publish to Github pages more easily, rather than using git commands directly in the CI script.

After this is merged, I will remove the documentation publishing from my CircleCI Orbs PR: https://github.com/rakutentech/android-buildconfig/pull/79/files
