Headings and the sidebar messed up - Characters section - Skills

Looks like issues with the headers.

A bunch of subsections have the same name/id: "Skills".

All 4 culture sections (Barbarian, Civilised, Nomad, Primitive) has an h4 heading: #### Skills. That seems to be confusing the sidebar which lists them all in a row in a weird place: Step 3: Attributes / Movement Rate / Standard Skills / Skills (x4).

Weirdly, the same is not true for all the duplicate named Skills sections for Paragon & Pulp character creation, nor the various Weapon Details & Hit Locations & Armor sections in Creatures.

The only thing I see is that there is an orderly progression in the heading levels.

• h3 - Paragon & Pulp heroes
  • h4 - Skills
• h3 - Creature examples
  • h4 - Weapon / Hit Location details
• h2 - Step 5: Culture as well as the 'sub-heading' Barbarian, Civilised, Nomad, Primitive cultures
  • h4 Skills

I think the fix would be to change Barbarian, Civilised, Nomad & Primitive cultures to h3 headings.

Best for you to do that @raleel as you can change or revert it quicker than I can.
