The Tesla Roadster is sensitive to voltages on the lower end off the J1772 
State Voltages.

If compatibility with Tesla Roadster is desired on OpenEVSE boards v6 and 
lower. Reduce the value of R1 to ~650 ohms by adding a 2.4k ohm on top of the 
1k (in parallel) or remove the 1K and replace with a 650 - 700 ohm resistor.
