RoadFlare particle effect despawns before the advertised particle lifetime #2

Currently, the road flare gets deleted by the game before the advertised burn time and particle lifetime of the light/smoke emitter.

Steps to reproduce:

  1. Throw flare, wait roughly 120 seconds
