Changes made:

Use of mysql2 library. mysql library dependency problems on modern systems to fetch and use with Mysql 7 and upper
Allow to set encoding for locale configured databases
Fixed a bug on issue related
Updated README Markdown format
Updated README information
Fixed some problems related of using mysql2 library (use of names instead of row positions in some situations)
