Allow use of current libFLAC, except in static mode for Windows #208

Per title, this should take care of the issue for all dynamic loading and static except for Windows where the updated library is still needed.

For me this solves the issue reported in #206. Our builds do now succeed with the libFLAC version shipped by Debian Bullseye, Bookworm and Trixie repositories.
