Support variable unloading times so some cars sit for 2 or more sessions.

Potential issues:
* Does the unloading time go with the cargo, or with the industry?  (Probably 
with the industry).
  * With the car, would the unloading time apply on both ends?  Would there be multiple settings for source and destination?
  * With the industry, you couldn't have different cars with different unloading rates.
 * What happens with staging?

Having the same unloading time at both ends (when associated with the car) 
makes more sense if most cars are only visiting one industry on the layout.
* How to handle staging and offsite?  (Probably immediate turnaround)

Also, for sanity, it might be best to limit unloading times to either 1 or 2 
days.  Having some cars unload immediately ("same session") might also be an 
idea.
