Home and layout template in Switchlist application support directory should override default. #28

Some folks want to customize the Switchlist home page and layout page.  We 
ought to let them.

If switchlist-home.html or switchlist-layout.html is in Application 
Support/SwitchList, that version should be used for the default pages.

In revision 234.  There's no allowance for a separate CSS file, so keep CSS in 
the html file itself for now.
