Can you attempt to describe it in plain English?

And link to a place describing how it is related to funding OS projects?

Hmm, on second thought it might be a bit out of scope for this project. After all, if we add "here's how a cooperative formed around a project might seek funding", we could just as well add the NYSE as a funding source, because you could form a company around a project, and then IPO. :-)
