[TTS] - No Speech Output on Android 2.2

What steps will reproduce the problem?

1. Install any application which uses TTS in Android emulator with Froyo
2. Start the application

The log says TextToSpeechBeta not installed and loops continuously until 
the activity exists

TTS RC01 in Froyo

If i create a fresh AVD with 2.1 it works properly without installing anything 
additional.

Tested with API Level 8, Android 2.2 on clean AVD.
Settings -> Voice Input & Output -> Text-to-speech settings -> Listen to an 
example, works properly.  Built talking dialer from source, also worked 
properly on clean AVD as well as device running 2.2.

If you are still experiencing issues, I suggest ensuring there are no SDK 
updates available and making sure your project includes the latest TTS release 
candidate in its build path.  Also, ensure that your AVD was created with a 
virtual SD card with an appropriate capacity.
