The menu is grayed out until some accessibility features are actually
installed; try installing TalkBack and then returning to this menu.

OK, thank you for your help. So we have to install at least Talkback to be able
to activate the accessibility menu ; There are also other accessibility apps
for blind such as SoundBack, Kickback, eyes-free shell, special email for
blind people, The Voice (to describe pictures with sounds), and voice commands
(to search google, and google maps navigation), and TTS service (text to
speech), and voice caller id. Hope this can help other people. David Chemla,

In order to activate this menu at least one "accessibility service" must be
installed on the device. Presently these include TalkBack, KickBack,
SoundBack, and Spiel, but any application which lists the intent:
android.accessibilityservice.AccessibilityService in its manifest will appear
here and cause the accessibility option to become enabled.
