SP fit filters 2,3 failures not causing overall failure #89

Take SPmod fit dataset, filter on f2 < 50% and f3 < 0. If both these conditions are true, shouldn't there be an overall fail? Results show overall 'Passed' for 52 fits over 15 assessids (12 stocks)

This was due to the additional requirement of a min number of years.
