Cannot import .xls file #21

What steps will reproduce the problem?
1.Import
2.Browse for file
3.Click next

What is the expected output? What do you see instead?
"Failed to import timetable data"

What version of the product are you using? On what operating system?
2.1.1

Please provide any additional information below.
I've tried with multiple versions of the program and the same error occurs so I 
figure it must be the .xls file, I've attached it.

Forgot to mention this was on Windows 7.
