Investigate build options for 1.6 only #126

What steps will reproduce the problem?
1. Bluetooth functionality is incompatible with version 1.6 of Android
2. Causes crashes upon loading 2.2

What is the expected output?
If possible, we'd like to build a separate .apk file for 1.6 users. They are 
around 3% and shrinking, so we would likely exclude them from work going 
forward.
