Better file locking #360

Dropbox does not transmit changes in files that are locked. Esmska currently 
doesn't lock config files and that causes permanent transfers. Improve file 
locking (and maybe no need for running.lock)?

Dropbox seems to be synchronizing files even though I acquired lock on them. At 
least on Linux. Also I can't really lock config files since I overwrite them by 
moving files over them, not re-writing them.
