Is it possible to add Fossil to the supported systems?

I'm not opposed to supporting it if someone wants to write it, but it isn't my 
itch to scratch.

OK, I guess I had to scratch it....
Please find attached the files to make fossil integration work:
- vcsfossil.vim      - the plugin itself
- fossilannotate.vim - syntax for the annotation buffer
- fossillog.vim      - syntax for the log/info buffer

Please make any needed changes to integrate this with the project.
