Feature request: RCS plugin #22

I'm still using RCS for small one-file projects and some companies still 
stick to RCS. So I'd be happy to see an RCS plugin.

I don't know vim script at all and have no time to learn it. I'm also 
certain that an implementation won't be the easiest thing on earth.

This doesn't seem like a bad idea.  I'll take a look at it in the nearish 
future.

I'm not realistically going to work on this.  Please feel free to submit 
patches.
