vcscommand thrrow error "No suitable plugin" with svn 1.7 #84

Hi

I updated svn version to 1.7 today.

and when using VCS command then throw error "No suitable plugin", but
when file exists root dir then success.

I guess this problem cause ".svn" dir exists only root dir like a git.(change 
from ver1.7)

Plz fix this problem.

I tried snapshot then fix the problem! 

I can use "vcscommand" in any deep directory.
