Modern looking UI for windows 10 Classic Explorer navigation bar @m417z this could be a theme that takes the windows 10 navigation bar and puts it in the style of windows 11 like the app StartAllBack has an option for. It could look like this:

I feel that it's out of scope for that mod, but if it's about the icons, you can use the Resource Redirect mod to replace them with your own icons. It will require some work but should be doable.

You can also look at Resource Redirect icon themes, perhaps some themes already customize these icons.
