Offline installer #234

Please switch to offline installer.

I use an application firewall. Or at least add a retry button in case of network error (so I can whitelist it)

An offline installer can be downloaded here: https://github.com/ramensoftware/windhawk/releases/latest

If the online installer fails, it explains that and offers to try the offline installer.
