I want to move it so that it aligns with the second part of the taskbar, but it is getting cut off by a border that I also don't know how to move

sorry for the delay, I swear I replied yesterday, the image I posted is still in my clipboard... image

IIRC it was:

Grid#OverflowRootGrid
Padding=450,12,12,12

adjust that 450 as needed, let me know how it goes!
