These two paragraphs immediately follow Proposition 1 and are found on pages 9-10 of AoAS submission.

Make more concise
Incorporate computational complexity
(Optional) Write algorithm for training/model selection (JCGS papers do this)

My plan is to follow the format of Sections 3.3 and 3.4 in Ye's RDA paper.

Although these paragraphs are not completely polished yet, they are pretty much done. I'll clean them up after a few passes through the paper.

Now, I'm focusing on the R code.
