Loading workspace changes resource set order in views #69

What steps will reproduce the problem?
1. Save a workspace with multiple input sets for a view
2. Load that workspace

What is the expected output? What do you see instead?
The order of the resource sets should be the same. But sometimes, it changes, 
and this affects the coloring of resource items in map and timeline views.
