This should do the thing. The app settings are stored by user. 
It wasn't done by binding to ClientSize and Location, need to consider the 
WindowState.

Changed the subject. This is a dialog box so users don't expect them to 
reappear in 
the same location as last. Usually, dialog boxes appear close to their owners 
and 
centered on the owner in the case of issue browser. Consequently, only the size 
matters and may be worth considering for restoration.

Still voting for position and size.
There are examples in MS Office where the position for dialogs are restored 
(One ex. 
is Reminder Dialog in Outlook).
