Add WIKI documenation about static file serving. #192

Should cover Alias directive, but also the Location response header of daemon 
mode and other third 
paty methods such as X-Sendfile and X-Accel-Redirect. Should also refer to 
separate 
wsgi.file_wrapper documentation.

get enough momentum to work on documentation again.
